Public Works currently has a vacancy for Assistant Construction Inspector (6317) within the Project Delivery Division – Bureau of Construction Management.

Job Description

As an Administrative Engineer, you will be responsible for performing complex, high-level technical and administrative work in engineering and construction management across multiple projects and programs. This position oversees the full lifecycle of construction projects, from inception to completion, ensuring compliance with established policies, regulations, and standards while managing time, cost, and quality to meet objectives.

Important and Essential Duties:
Your duties as an Administrative Engineer may include, but are not limited to, the following:

  • Project Oversight and Schedule Management: Manage and coordinate multiple engineering and construction projects from planning through completion, ensuring adherence to scope, schedule, budget, and quality standards; develop and maintain project schedules and track milestones.
  • Technical Analysis and Reporting: Prepare and review technical and administrative reports, including progress assessments, change orders, time extensions, and final closeout documentation; maintain accurate records of project activities and decisions.
  • Budget and Financial Management: Assist in preparing and monitoring project budgets, including cost estimates, budget justifications, and financial tracking for capital improvement programs.
  • Stakeholder Coordination & Issue Resolution: Communicate project goals and updates to internal departments, external agencies, contractors, and the public; investigate complaints or inquiries and recommend corrective actions; participate in dispute resolution processes to mitigate risks.
  • Policy Development & Compliance: Contribute to the development and revision of departmental policies and procedures; monitor construction activities for compliance with design specifications, safety standards, and environmental regulations.
  • Contract Administration: Review contractor submittals, progress payments, and claims to ensure accuracy and compliance with contract terms.

Qualifications

Minimum Qualifications:

Education:
Requires completion of a four (4) year college or university with a baccalaureate degree in one of the major fields of engineering.

AND

Experience:
Requires six (6) years of progressively responsible experience in the administrative, design, planning and construction of engineering projects, including two (2) years of responsible supervisory and administrative experience; or an equivalent combination of training and experience

Note: One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications:
The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

  • Experience managing infrastructure or building construction projects
  • Experience with contract administration, including negotiation, change order analysis, and dispute resolution.
  • Demonstrated ability to manage budgets, schedules, and resources across multiple concurrent projects.
  • Excellent written and verbal communication skills, with experience preparing technical reports, correspondence, and presentations.
  • Commitment to equity, transparency, and public service, with a focus on delivering high-quality infrastructure that meets community needs.

Selection Procedures:
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Supplemental Questionnaire (SQ): Candidates may be required to complete a Supplemental Questionnaire (SQ) as part of the employment application. This SQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The SQ will be used to evaluate if the applicant possesses the required minimum qualifications. 

The selection process will include an evaluation of applications in relation to minimum requirements. Depending on the number of applicants, the department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the department will move forward in the recruitment process.
